Right-click the file in Drive → Share → Change access to 'Anyone with the link' → Copy link. Paste that URL into FluxPlays.
If a file shows 'quota exceeded' or 'playback limit reached', standard Google Drive prevents streaming. You can bypass this by right-clicking the file in Drive, selecting 'Make a Copy', and streaming the copied file link in FluxPlays instead. Since the copy is new, it has zero views and full playback quota.
